Proposed Generic Environmental Impact Statement
for Uranium Milling Facilities
In July 2007, the NRC began the scoping process for a proposed Generic Enviornmental Impact Statement (GEIS) for Uranium Milling Facilities (focusing on the environmental impacts of in situ leach uranium recovery operations). The NRC published a Notice of Intent in the Federal Register on July 24, 2007 (72 Fed. Reg. 40344-40346). The original scoping period was to on September 4, 2007. The scoping period was extended three times: on August 31 (72 Fed. Reg. 5014), September 27 (72 Fed. Reg. 54947), and November 1 (72 Fed. Reg. 61912). The scoping comment period was finally extended to November 30, 2007. The NRC held three public meetings to receive oral and written comments: Casper, Wyoming, and Albuquerque and Gallup, New Mexico.
At least 1,325 scoping comments were received by the NRC, though many were generic in nature. Below are pertinent comments. The National Mining Association presented a 707-page document, essentially, a GEIS in itself.
