PROJECT DESCRIPTION
Blue Castle Holdings Inc. (formerly known as Transition Power Development LLC), a Delaware corporation, proposes a 2-unit nuclear power station a few miles west of the Green River (a major tributary of the Colorado River) and the City of Green River in southeast Utah. The site for the Blue Castle Project is land that Emery County has leased from the Utah School and Institutional Trust Lands Administration (SITLA).
Emery County and SITLA have signed a Development Lease (No. 813) that will permit Emery County to sell or lease the lands in the Mancos Hills Industrial Park, not far from the magnificent Book Cliffs. The land is next to three major transportation routes: Interstate 70, State Hwy. 6, and the Union Pacific freight and passenger rail line.
PROJECT STATUS
BCH is in the process of conducting site characterization work in anticipation of the submittal of an Early Site Permit in early 2013.
WATER FOR THE BLUE CASTLE PROJECT
The Kane County and San Juan County Water Conservancy Districts leased a total of 53,000 acre-feet of water to Transition Power Development in 2007 for the proposed reactor. The leases were assigned to BCH in 2010. In order to transfer the water rights from the Colorado and San Juan Rivers to the Green River, the Water Conservancy Districts submitted change applications to the State Engineer, Division of Water Rights in 2009. The applications requested changes in the points of diversion, place of use, and purpose of use. Protest were filed and a hearing was held in Green River in January 2010.
The State Engineer's decision on water for the Blue Castle Project is expected in early 2012.

EARLY SITE PERMIT
BCH is in the process of developing an Early Site Permit Application and intends to submit the application to the NRC in early 2013.
